Use this patch on the US Version 1.1 ROM with NO header in non-interleaved format.
That means if the patch doesn't work for you, use a tool like UCON64 to convert the

Introduction:

The hidden characters in Mortal Kombat II (Smoke, Noob Saibot, and Jade) always
seemed very cool to me. So awhile back I thought I could make a Pro Action Replay
cheat code to play as these characters. It was simple enough to make a code to
make you be any of the three. Try it out in an unpatched ROM. Use these codes:

7E2EF80E - Player 1 Is Smoke
7 M' d2 ~3 h2 z7 p2 `& S  Q' x7E2EF80F - Player 1 Is Noob Saibot
2 _- ~# `6 g( `# c* o& @1 v7E2EF810 - Player 1 Is Jade
( e0 h: p% }- z/ Q& d4 N+ u3 V
, X$ K% w* ]* T+ O% m: l  FSo go give that a try, I'll wait here till you get back...

So now you see that while you can force the game to let you be one of these
5 _1 Q9 x7 R6 w1 B; Obadass characters, doing anything other than pressing Up, Down, High Punch, or
block will cause the game to crash. This isn't very fun. So I decided to look
) l, ^+ ?$ `0 b5 yinto the problem and thus here is this patch.

Patch Details:
This patch does alot of things to allow the game to run with a human controlling
any of the hidden characters (Smoke, Noob, Jade) without crashing. Below are some
keypoints.
0 x* y6 f$ {# i$ s
* All 3 characters can now move like every normal character without crashes.
* All 3 characters have Special moves.
* All 3 characters can now perform Finishing Moves and be Finished themselves.
( J0 A+ H2 x$ y6 W8 A( }* All 3 characters have Fatality moves.
* All 3 characters have Friendship and Babality moves.
* All 3 characters are no longer stuck in Goro's Lair, the may appear anywhere.
* Playing 2 Player Versus with a Hidden Character no longer crashes the game.
. V* P8 C' Q9 F/ z* ^* Added 'Secret Codes' to play as any Hidden Character for Player 1.

Secret Codes:
" m6 T. X5 t/ L! V# K3 rThe secret codes are entered on the Character Selection Screen. You must enter
: g4 e7 p- x3 t- q& La combination of directional pad presses followed by SELECT to enter them. The
0 ?5 i* t; N. m$ n- a2 L/ H7 r, rcodes were made the way they are so they are very easy to enter. After hitting
SELECT you should press any of these buttons: A,B,X,Y,L,R. If you press another
% w/ b1 [# k3 }6 Ddirection on the directional pad after pressing Select and hearing the correct
code sound effect, you will change your character back to a regular character.
& L) S  x2 o: w" @" ZBelow are the buttons you should press. Note, You can exchange B for any of the
ones I listed above.

First thing you should know is there aren't any endings for the new characters.
6 Y, c' ^1 N  \- qWhen you beat the game and it should show an ending story, the game will default

Next, in Versus Mode any Secret Character will use Kung Lao as their "Battle
0 U1 x$ o  O- d+ l2 S* Q5 iPortrait" that appears on the screen that says BATTLE # and has each player's
; r2 W6 ^. z. X7 c8 w1 g; wcharacter picture. In a later version if I can I will change this so each
character has their own unique portrait or they will all get a question mark
: h# S9 z9 i* G" j# N. T3 x" |style portrait like the tournament ladder has.
